Actually, I've checked around in some installations, and found some that
they are using names starting with numbers also for
feature types and workspaces, and are working just fine. The reason is
simple, they have WFS disabled, and are only serving
data with WMS/WCS/WMTS.
So, even for those I'd say we need some switch to allow xml invalid names
for people that do not need WFS usage.

I'm not fully sure about Jody's suggestion. Also see my notes about styles
having a structure like "foo:bar" now being searched as the bar style in
the foo workspace on 2.7.x
