A new output format is fully pluggable, needs no changes in core modules,
it's a mere extra.
Your change refactors existing classes instead.

Bug fixing is another story and by GSIP 77 does not require any voting.
Just to be clear, I'm not opposed to the backport, I'm just worried about
its timing.
