Cell phones often use Assisted GPS, or A-GPS. If you are outside of a cell network these devices often will not work regardless of whether GPS signals are free.
http://en.wikipedia.org/wiki/Assisted_GPS So if you are in the middle of nowhere without cell service and your phone uses A-GPS it most likely won't work. Devices like the Nokia N95 can download almanac data without A-GPS or use A-GPS to get a signal faster (like in an urban canyon). I'd have to know more about your art project to recommend a device to use for it. A combo bluetooth GPS and a cell phone with bluetooth may be a better option than an all-in-one solution. However the Nokia N95 is a good option for any dev project IMO.
