Much of the time you'll need to be connected to the network. Many phones equipped with GPS receivers are unable to provide location coordinates without network assistance. These phones merely receive the satellite timing data and then pass it to an A-GPS ( assisted GPS) server to calculate and send back location coordinates. ( with or without an open application program interface)

3. the phone is not powered up

?

#3 is not a requirement, just a question. I'm wondering how to access this info for an art project with a big brother theme.
