Thanks for all the additional information! I did indeed imagine the monsoons as a climate-scale phenomenon when I made this post. At the same time I did wonder about performance of various models over different parts of the world. I am also slightly worried whether this might be an attempt by the Indian government to introduce confusion and buy time from having to make the really hard decisions. There was also a recent study (again by state-sponsored institutes/scientists) that argued that the Himalayan glaciers have not melted to the extent others have reported and in fact, in a few situations, they have actually increased in size.
It's getting progressively difficult figuring out who to trust anymore. No wonder we still haven't managed to convince the masses and decision-makers. Very interesting study recently came out that compared the differences between communication of the Y2K problem and global warming.
