I actually contacted the IEEE SA about this last year after the -2008
license change. I've attached the reply: basically the answer is no, but
you might be able to go through the normal license request process to
get redistribution license.

The original license still allows redistribution in binary form, so
perhaps you could split the Debian package into free and non-free parts?
