Even the new license restricts the right to modify the libraries. In my
understanding, this means that the package is already squarely in the
non-free archive. It is still a question however whether the IEEE
copyright is permissive enough even for Debian non-free.

You mention an original license. Do you actually have a copy of
std_logic_1164.vhdl (-93) with a copyright license? The versions that I
can find do not contain any copyright statement at all.
