Just to clarify, I think the issues are the following:

* The status of some files is unknown, especially the v93 version
  of std_logic_1164 and the VITAL packages.

* Some files may be distributed in source form, but nothing is said
  about distributing compiled code. We can work around by compiling
  on the user's computer, but it would be much more desirable to be
  allowed to distribute compiled forms.

* The limitations that apply to modifications are such that the files
  are not free software in the sense of Debian, GPL, etc. We can work
  around by putting the package in Debian non-free, but it would be
  much more desirable to bring the libraries under a real free software
  license, such as GPL or BSD or Apache.
