Google isn't doing the blocking. Yes, Google may be able to make more money if it can get around the blocking, but that doesn't change the fact that the blocks are not under Google's control. In other words, blocking may be a problem, that is an issue, for Google, but it isn't Google's problem, that is, something that Google has some obligation to do act upon.
