I know because I use Firefox with Firebug, and i can see all of the 404 errors, it doesn't seem to break anything, but sometimes i do get a Grey area that when i zoom in or out loads fine... so I think the ip theory is out, since they load sometimes and sometimes they don't, there are not the same tiles every time, but random...
Thanks Ross, but it is not anything like I am getting, like I said its even on the google.com/maps site, and they are random tiles...
