There is more than one tileserver - observe the URL domains in firebug
carefully.   When a map is loaded on your PC, it fetches tiles from
multiple tileservers at random.  Only one of the tileservers may have
blocked you.  The same tileservers are used by maps.google.com, so any
blocking associated them will also be apparent there.
All fits the theory for me.  Quite often the issue shows up as a
'chessboard' effect.

You could try -
another computer with a different IP
waiting
answering the captcha challenge
