Per needing IE10 to test this, this may be a naive question, but I thought
Chrome & FF would return subpixel values as well, particularly (maybe?)
when zoom was in affect?
AFAIU that is why we're seeing with the issue with PopupPanel and the "| 0"
logic in DOMImplMozilla for issue 6991.
In fact, what JohnA describes, 1px gaps and flow issues in IE10, sounds
like exactly the same thing.
