hi, ok try checking the compatibility section of the upgrade file. it might be set to xp or something. because on windows 7 32 bit you should be able to go from window-eyes 7.0 to 7.11. di this twice already.

a 64 bit version  of windows 7 then yes your going to need to get a
window-eyes 7.11 disk.  if your running a 32 bit version of windows 7 then
you got another problem.

What do then in this situation?  I already have the we 7.11 file, but it

You cannot install 7.0 on Windows 7. For this you need 7.11.
