Hi,
I agree with mat on this one. Having some indication that the web page is
ready for use is helpful.  Consider the user that turns off all reading
options.  All he want to know is he can begin  working with the web page.
Having a message that says document loaded or document refreshed would be
helpful. An erecon  for people that want it might be helpful as well. As I
have said before the ability to read the name of the page when it is loaded
would be helpful, and the ability to read the line you are on when the page
is loaded would be helpful as well. I don't want to read the first 24 lines.
I don't want to read the whole page.  I just want to know where I am.  I
don't want to get all that extra verbosity when I switch from tab to tab in
internet explorer.  I just want the name of the page.  I don't want to have
to read the title to get the name of the page once again having all kinds of
extra chatter.
Just read the name of the page.  For example game day audio document.  Then
read the line I am on.  For example, To learn about our efforts to improve
the accessibility and usability of our website, please visit our  
 That is all I want thank you very much. 
That gives me enough information to get started. If I want more information
about the page I will use the speak summery command when it gets fixed to
read all about the page and what I can do with it.

Sure, no buffer in the new version, but the page still has to load in the
browser window. the completion of that process could be announced.
