btw, ToolBase seems to have a bug where it parses argument "fs" option before
"conf" option. ie, if both {{--fs}} and {{--conf}} are specified,
{{fs.default.name}} in conf file takes precedence instead of configuration
file. But any {{-D}} option would override corresponding values in
configuration file.
