the Spectre 360 has two CPU choices. I thought all I5 and I7 were quad cores but I guess not ...

Intel® Core™ i7-5500U with Intel HD Graphics 5500 (2.4 GHz, 4 MB cache, 2 cores)

I am all for getting the fastest available CPU but faster also means more power, more heat, and less battery time.

So is there much difference between these two besides the name?

At that screen size, unless you have superhuman vision, you're probably
going to have to run with scaling. Most apps anymore work reasonably well
with Windows scaling, but there are some that don't, and therefore look like
ass. My preferred IM client being one of them, which is one reason I never
really used my Thinkpad8 tablet like I thought I would.
