It would be nice if Gregory confirmed that Win XP and Win 2003
machines which he compared have identical HW - this might be multicore
vs single-CPU (HT does not count) specific rather than OS?

The ones that I have are different. XP is on laptop with a single CPU, the
server is on P4 with HT enabled.

Actually it wasn't me who discovered the problem on 2003 server, it was
Elena who created HARMONY-1669.
