Yes, Marlene, that's correct because the Haggadah is a liturgical work not a sacred work. Per LC's SHM 1435, the subdivision Commentaries only applies to sacred works not religious works.
The Written (i.e., Tanakh) and Oral (i.e., Mishnah and Gemara [together, the Talmud]) Torah would be considered "sacred works" for the purposes of applying SHM and RDA. The rest, including the Zohar, Midrash, commentaries, codes, liturgies (incl. Haggadah), etc., are all considered "religious works" as opposed to "sacred works". I caution against Bob's "do what you feel" approach in cataloging. For libraries, that would spell chaos and only be a disservice to patrons. We should consider if anything we call sifre kodesh is actually a sacred text in the spirit of the LC category. That said, even inside of the sphere of sifre kodesh, I think that the Zohar is major, called Zohar ha-kadosh, which is a qualificative we don't find applied to many other rabbinic works. This brings me to the question: what else is Sacred Texts in our cannon? Other than the Tanakh, should we include the Talmud (Mishnah, Tosefta?)? I wouldn't include the midrash as a number of rishonim, like Duran, consider it to be holy, yet "not to be taken literally." Yet, the Zohar is midrashic in nature. It's all a conundrum.
