Qwest has a Pro class of DSL that carries a SLA. Other providers have SLAs on their DSL products as well. On a good network DSL is damn reliable and you can easily saturate your connectivity. The ISP would have to work to saturate the back end links. In reality there is nothing guaranteed in all of networking.
