Frankly, No.  Many areas use remote DSLAMs to cover larger areas.  All
bets are off then.  In addition, the signal is stong enough to provide
the line speed with a lot of fudge factor.  So all but a huge drop in
signal will not represent anything on the actual usage of the line.
