I agree this could stand to be fixed on Valve's side. A previous poster to this list discovered the workaround:
cd \ cd updater HldsUpdateTool.exe -command update -game "tf" -dir C:\tf2 -retry This is my script, where HldsUpdateTool.exe is located in C:\updater. The game directory is in C:\tf2. Notice that HldsUpdateTool.exe must be called in the directory it resides in. Otherwise, the tf folder is downloaded to \tf rather than \orangebox\tf. Testing on my end shows that if HldsUpdateTool.exe is not called from the directory it resides in, it will download files correctly until the first connection reset error.
