The fact that bugs are still being uncovered is the reason that the
less-played games are being updated first: there will be fewer bugs
left when TF2, the "golden boy" of that generation of the Source
engine, is reached. It's true that Valve would probably uncover more
bugs at the same time if they started with TF2, but finding more bugs
simultaneously means it will take longer to prepare a patch, and until
then, the game might be barely playable (depending on how bad the bugs
are), which is bad.

There is always a risk that if a bug is found in the TF2 beta, it
won't be fixed in DoDS, HL2DM or CSS, but I don't think this is
realistic.

Also, it doesn't matter how long the beta runs... 101% of all players
(give or take rounding errors) will never pick the "beta", and if they
do, they will quickly find that no beta servers to their liking are
running, and try reverting to the non-beta at all cost. (For example,
I could never find a CSS GunGame server.)
