sv_turbophysics is automatically set to 1 on TF2 on the client and the server by the CTFGameRules constructor. This mean it's set to 1 on the server on level init, and on the client when he connects to the server. sv_turbophysics is only used in the code related to +use though, so I can't see how that would be causing issues.
