I always thought the level that Americans hold singing the Star Spangled Banner was sort of an amusing practice considering it was once a song to be sung as drunk as possible. I would say not to the same degree as someone who has been more developed. What you would be observing then is aptitude. What is done with that aptitude will determine whether they develop musicianship as defined by someone looking for a world-class hornist or a self-indulgent pop singer for whom The Star Spangled Banner, not to mention what you refer to as "The Standard Repertoire," is musically out of her league.
