The question is whether it is common in Mozart scores to find the lowest horn 
part move in the octave outlined by the identically written cello and bass 
parts. I will not exclude the existence of valid samples, yet my (not 
scientifically put into statistics) hunch from reading a whole lot of Mozart 
scores tells me that Mozart keeps that octave open and free from other parts 
moving around that low with their own lines. If my point stands, then the two 
horns in that said movement are written in Bb alto.

Forgive me but what does this have to do with the price of tea in
China?  Playing above the staff is a completely different animal on a
cello or a bass, and the transpositions are never in question, just as
they are never in question with most other instruments.
