They have the same power as any other conductor. It is up to us, to educate
them to cooperate with the existing organism (orchestra) and the 
administration. 
Guest conductors usually come for one week or less to prepare a concert program 
which is done once or twice or even three times.

These guests cannot fire elements of the orchestra, they cannot refuse any 
member
of the orchestra except trouble makers.

All this is normal routine. Example: guest conductors cannot force (say) a horn 
section
to sound like xy-orchestra or yz-orchestra, as every orchestra & section has a 
distinct
characteristic. He has to live with these facts, but can ask for some distinct 
change
of colors or shades. Then it is up to the section or the orchestra to follow. 

The hour of truth comes in the concert, when he cannot change things anymore.
And finally, he will be happy with the actual result.

Remember: when they conduct the actual concert, most of them are deaf & blind
because of the amount of adrenaline in their blood !
