I think it is ok. There are bound to be some more bugs that need fixing, and maybe some new ones from the background image loading, but now is the time to do a feature freeze and go for a release.
If there is consensus amongst the devs I can branch out 2010.4 and run the release process. This will free tip for the integration of the overview branch and solve the current bottleneck.
Thanks for offering to do the release, it would be great to get 2010.4.0 out before the end of the year. Especially since it will be the first Hugin version with a full feature-set.
