A 1998 US Dept of the Army unclassified document. It became
unclassified in 2006. Document is an ADDENDUM to the Nonlethal

  I don't think it requires as much significant heating damage as you
theorize.

  The government document indicates that they knew that was a problem
back in 1998 and so they knew they had to work to overcome that
obstacle, as well as overcoming the randomness of it as well.
