No need to vary the console offline.  Depending on your Deferred Host
Disconnect(DHD) parameter setting different actions will take place.  If
the DHD option is set to disable then the operating system will be
immediately notified of the disconnect and it will vary the device
number from a console status to an online status.  If you then reconnect
you will need to vary the device number back to a console.

Any other value for DHD will cause the ICC to discard messages sent to
the client.  It then reports back to the operating system that the WTO
or WTOR was successful.  If you reconnect the client within the DHD time
period a 3270 CLEAR key interrupt is sent to the operating system and
the session resumes.

There are some things to be aware of if you set the DHD parameter to not
timeout.  First make sure the consoles are set to R mode instead of RD
mode.  If set to RD mode and disconnected for a long period the screen
could fill up with action messages and cause a buffer shortage.  Some of
this is discussed in IBM APAR II14150.  You also need to check your
LOGON settings for consoles.  If you require a user to logon to the
console then you could have someone else inherit the information on the
next reconnect.  It is also stated by IBM that if you also use the
console device number as the NIP con then you should not set the DHD
parameter to no timeout as a subsequent system IPL could hang.

In the bad old days of consoles connected over bisync bailing wire
circuits, one had to be careful to vary a console off line before
disconnecting.

We saw that again with the 2074 and Visera protocol converters, and the
situation was worse because the PC's used for consoles tended to crash
or the emulator closed by accident.

The result was console buffers filling and causing management
grumpiness.

Now there are ICC consoles, and we have some experience that suggest
that these consoles need not be varied offline before, say, rebooting
the PC.

Anyone care to comment as to whether the consoles need to be varied or
can be simply left alone?
