At IPL I've never had an issue as long as the emulator was running and connected to the ICC.
The vary off/on/console is more when you bounce the emulator/PC between IPL's and even then it is not always needed as mentioned is some of the other posts. In the 5 or so years I've had ICC consoles I've had one instance where I had to bounce the ICC CHPID and a number of times when the PC/emulator went south which required the varys. I have also had occasional issues with a remote console (USA to India over VPN) not reconnecting properly. The majority of times everything works cleanly and reconnects without any intervention needed. We use PCOMM exclusively for the consoles. And I even have the Secure Agent emulator, using 'unsecure' terminal, which is the worse of the worse. The PCs always pick up right after the IPL. Saying that of course means the next IPL they won't.
