I can't disagree with the orderly shutdown but I've never had to do anything to the console PCs, eg shutdown TN3270 emulator, with an IPL. And I even have the Secure Agent emulator, using 'unsecure' terminal, which is the worse of the worse. The PCs always pick up right after the IPL. Saying that of course means the next IPL they won't.
