This is not spurious, in this case.
For 40+ years, people have expected it to work this way.
Why should IBM, just because of a malcontent, suddenly change well-documented, 
consistant, and expected behavior?

Every OS has its foibles.
But, the people working with them know what they are (or should).

Documenting reasons for changes, along with sound business justification does.
