Jim is of course correct. 

But I'll point out that IPCS has routines BLSUETOD (STCKE input, EBCDIC 
output) and BLSUETID (EBCDIC input, STCKE output) that do STCKE-based 
formatting..

The initial byte of the STCKE value is treated as part of the time stamp. 
Values, including the initial byte, are supported between the beginning of 
1900 and the end of 9999. 

This is no architectural guarantee, of course.
