My suggestion is: Don't use DYNAM for compiling CICS COBOL programs. Change 
your coding standards from:

 CALL 'PGM1'.

to 
 MOVE 'PGM1' TO CALLED-PROGRAM.
 CALL CALLED-PROGRAM.

With CALLED-PROGRAM being PIC X(8).
