Just from personal experience, I sometimes find that IBM web pages are changed in ways that make them totally inaccessible to me (like it won't let me log in even though the information I give is correct). Sometimes, with some pages, it helps to blow away my cookies and temporary internet files and try again. I don't know why. I can't explain it. It may not be at all applicable to you in this case.
