I hate to rain on anyone's parade, but all the posts notwithstanding, the problem here isn't failure, but the fear that it might actually succeed. <snip> My fear is, they along with the State of California, are suffering a budget deficit. And so are forcing this as a cost cutting measure. And they may well not do things that they are required to do, exposing their own customers (tax payers) to various problems, including ID theft. As some one else pointed out, there are also issues with law enforcement, lock-up records (jail/prison issues), court dockets, etc. This is why I mentioned earlier issues with having to work under court orders.
