To add to what Peter said....

Yes, Linux for System z is an independent System z operating system. It does not rely on or require any services from z/OS. It does not run as a z/OS started task, it is not in any way related to z/OS, except that it enjoys the same architecture.

You can certainly run it in an LPAR, but it makes much more sense to let your penguin colony be fruitful and multiply under z/VM. It's definitely much easier.
