At least NTP3 (RFC1305) respects leap seconds. Though I do not have any
real life experience with it.

Alas, there are yet leap seconds, which affect NTP. Is NTP now leap
second savvy, so it doesn't ring with damped oscillations for minutes
after a leap second.
