Generally, the rule is the following:
You z/VM cannot help you for running old NON-WORKING OSes on given machine. Note, this is not about what is supported, but what is feasible to run on bare metal (LPAR).

So, in this case z/OS 1.10 can run on EC12, but not on z14. Use of z/VM doesn't change it.

Notes:
1. This is my understanding. I may be wrong, and I will be pleased to get explanations. 2. I don't consider service like PTFs or FMIDs. Just assume you have correct service to the OS. Note: in the past OS/390 2.10 was able to run on z/990, but definitely only if some FMID was installed. And the trick was crypto - that required separate service. 3. I don't consider any tricks like given component "stolen"/"borrowed" from higher level system.

There's nothing to differ about Brian. You said that running z/OS 1.10
under z/VM on z13 and z14 works, and Jim said thats physically impossible
because the hardware doesnt support it, since it doesnt do ESA/390 DAT.
