Oops, I may be wrong, I really should read what people have written completely. The z/OS 1.8 system does work on the z13s at the DR site (which is running z/VM, we have not tried it native), but you are correct that it "might" not run on a z14 or z15. It might, but I have no way to test it. I had assumed that since you can upgrade a z13 to a z14 in the same frame that they would be pretty similar, but maybe I'm wrong.
Anyway the OP should have no problems running z/OS 1.10 on their new z12, assuming he gets the toleration PTFs, and assuming he is up to the most "current" z/OS 1.10 maintenance it likely would run without them as well, just some parts might not work completely. The extensions are not overly expensive. (even from my very cheap point of view).
