I do run into this, quite a bit.  I usually update the SMPWRK datasets to have 
a primary of 3000 cylinders and secondary of at least 1500 and they are not in 
a dedicated storage group.

For these large ptf's, I will go down to applying at the FORFMID level.  Doing 
this allows me to get those ptf's installed successfully, as it only applies 
the highest level ptf, that supercedes all others.

The challenge with these large ptf's is that they are large due to the nature 
of how IBM delivers java, websphere liberty, etc, fixes, as they are tar/pax of 
the entire component, which matches up to how these items are delivered on the 
open systems side.  While this causes the "fun" of the smpwrk6 size being 
needed, if IBM were to break it down to individual components for install, 
there would be thousands of objects, potentially, for fixes, and the 
opportunity to miss a critical item goes up exponentially.

I'll let IBM provide a definitive answer on the RELFILE question, however, I 
don't think PTF's can use RELFILE. Only FMID's will load in as RELFILES, to the 
best of my knowledge.
