It is unlikely an SMP/e problem. Instead, this is more likely a product 
developer problem that they can probably fix today. First, they are replacing 
the complete product in every PTF. Second, I suspect FMID's are still shipped 
using relfiles which these PTF's should also be shipped as relfiles. Short of 
that, they should use ++HOLD to warn you to apply this PTF alone. I'm guessing 
these are open source products (e.g. Java) and the IBM has no choice but to 
recompile the entire product. They can't determine which modules changed and 
only ship the changed modules.
