Second, I suspect FMID's are still shipped using relfiles which these PTF's should also be shipped as relfiles. Short of that, they should use ++HOLD to warn you to apply this PTF alone. I'm guessing these are open source products (e.g. Java) and the IBM has no choice but to recompile the entire product.
