The EPA was alerted to the issue by the International Council on Clean Transportation (ICCT), reporting the results of research done for them by the Center for Alternative Fuels, Engines and Emissions (CAFEE), at the West Virginia University. In 2014, CAFEE published a report about such research done for ICCT.
