Confirming Fix Pack 8.5.5.9 is applied?

Fix Pack 8.5.5.13 is available.  Are you able to apply the related PTFs to 
eliminate need for PI87811/UI50772?

    The Fix Pack 8.5.5.12 PTFs update the Installation Manager

    Fix Pack 8.5.5.9 of WebSphere Application Server for z/OS is
