No. It was the other way around. The ASCII bit was to change the 
behavior of certain instructions so that either ASCII or EBCDIC 
could be used. In particular, EDIT, EDMK, and UNPK would generate 
zone codes of 5 in ASCII mode and F in EBCDIC mode. In addition, 
the sign codes that are generated in decimal arithmetic were 
different depending on the setting of the ASCII bit.

In any case, I don't know how one would test the value of the bit.
