I'd be inclined to do what the following update to the message at the z/VM 5.1 level suggests:

| System Programmer Response: Ensure the configuration of the device is
| correct. If the problem persists, report the problem to the IBM Support
| center.

I would guess that TCP/IP is just passing thru a device originated error code and that you're not going to find any doc out of the hardware manuals.
