You use the CP SEND CP TCPIP to execute something in the TCPIP machine.  To
attach the CTC to another guest, no need to do it in the TCPIP user.  Simply
use MAINT

CP  ATT 2030 TO VMTEST AS 2000

P.S. even the DETACH of the CTC from TCPIP could have been done by a simple
DETACH in MAINT:
 CP DET 2030-2031 TCPIP
