That is a one-time thing. If you need to do it often, then perhaps you need to change your ways. We have a running system that already has passwords that differ from the install defaults. Those are the ids used in production. The only place that the defaults are used is on a 2nd level system used for installation (not maintenance - we do that on the 1st level system) of new releases, and that system is never promoted to run in production.
If we want to use the 2nd-level system for something after the initial installation, it is a simple matter of Rexx and Pipelines to change the passwords. It is not that onerous a chore. If that is the only reason for changing the system, I would say that it is not worth the development effort and cost. One question, who needs the proposed changes? Anyone who wants or needs to can already divide their userids into the stated categories. There is no real reason to assume that one size fits all, that all shops must change to fit that particular model.
