The SYSOPER (and other users listed in EMERGENCY_CONSOLES in SYSTEM
CONFIG) will get shutdown progress messages, **but** only if they are
logged on on a terminal that doesn't need an SVM to drive them.  So a
TELNET or VTAM terminal will be dead right after SHUTDOWN started.
A sure place is indeed "Operating System Messages" on the HMC console
where they always appear.
