Suleiman, More than likely who ever did the SHUTDOWN did this from a user-ID who was not the SYSOPER ID. The user who is the SYSOPER receives the shutdown processing messages. You are most likely safe in just doing your regular IPL for z/VM. You may be able to see the shutdown messages on the MESSAGES frame on the HMC.
